Gyumri massacre could have been prevented (video)

In its new video, the Union of Informed Citizens NGO shows how the inactivity of the command of Russia’s 102nd military base stationed in Armenia’s second largest city of Gyumri resulted in the murder of a seven-member family in the city.

It also presents legal grounds for the handover of Valery Permyakov, a 19-year-old conscript serving at the military base in Gyumri, who was charged with murdering the Armenian family, including two children, on January 12.

The footage also numerates Armenian-Russian intergovernmental agreements that have been violated by the Russian side since the tragic incident.

Permyakov, who is charged with killing seven members of the Avetisyan family, including a two-year-old girl and six-month-old boy, in a January 12 shooting rampage in Gyumri, is currently kept at the military base and is supposed to be tried by a Russian military court despite protests in Armenian and a formal request by the country’s Prosecutor-General to hand over Permyakov to Armenian law enforcement authorities.
